since 2015, the import of waste paper has changed from the automatic import license directory to the restricted import directory. The imported waste paper needs to be examined and licensed by the competent administrative department of environmental protection under the State Council, and can be imported only after obtaining the restricted import license of waste paper. On July 18, 2017, China officially notified the WTO that it would urgently ban the entry of 24 kinds of solid wastes in four categories before the end of 2017, including highly polluting solid wastes such as waste plastics from domestic sources, vanadium slag, unsorted waste paper and waste textile raw materials

in 2018, China introduced more intensive policies to restrict the import of waste paper. Since 2018, the import of mixed waste paper has been completely banned in China. Since March 1st, 2018, the new regulations on waste paper import have been implemented, which clearly stipulates the qualification of import enterprises and the impurity content of imported waste paper. The scale of imported waste paper enterprises requires more than 50000 tons/year, and the impurity content of imported waste paper ≤ 0.5%; On May 28, the General Administration of Customs publicized the "implementation rules for the supervision and administration of the pre shipment inspection of imported solid wastes that can be used as raw materials", which emphasized the specifications of the inspection institutions engaged in the pre shipment inspection of imported wastes by loading weights, especially the 100% open box inspection and Quarantine of American wastes

in June 2018, the State Council issued the opinions of the CPC Central Committee and the State Council on Comprehensively Strengthening Ecological Environmental Protection and firmly fighting the battle against pollution, which clearly proposed a comprehensive ban on the entry of foreign garbage, and strive to basically achieve zero import of solid waste by the end of 2020

according to the monitoring data of zhuochuang, in April 2020, due to the excellent mechanical and heat resistance of engineering plastics, the monthly import of waste pulp was 194900 tons, up 9.62% month on month and 302.61% year on year. Although there has been a rapid increase in the import of waste pulp in recent years, there are still some limitations in the current import of waste pulp: the price of high-quality waste pulp is also higher, and the papermaking cost increases; The quality of cheap waste pulp is difficult to guarantee; The import standard of domestic waste pulp has not been issued yet, and the production capacity of foreign waste pulp is relatively limited

on the whole, it is still difficult to make up for the gap caused by the ban on the import of foreign waste. The demand for domestic waste substitution may continue to rise, or will continue to boost the price of domestic waste in the later stage. Of course, at present, due to the impact of relevant public health events, market demand has weakened, and the driving force of this gap for the price of domestic waste is not equal to the weakening of demand. However, if the market demand recovers well in the later stage, the waste paper gap may be an important driving force for the rising price of domestic waste
